Based on the image of the directory below, go to the configuration of 3D-MC.
Search for the *.INI file
Open the system.ini file, and search for the line including the language option.
Here you will see that the language option is not active.
There is no language selection option in 3D-MC in the View > Display options screen.
You will change false to true in the system.ini file in order to find a language selection option in the display.
Create another system.ini file
You won't have administrator rights to change the original file to active. In other words, you can't just change false to true in this file and save it.
Instead, copy the original system.ini file, but rename it within the directory to something like system2.ini. Open the original file in an editor like Notepad, and change false to true. Save the file, and paste it, with the same name—system.ini—into the original directory.
Language selection is visible in 3D-MC
Back in 3D-MC, you should be able to select the language you want.
