One company offers stakeless job site: Topcon

LIVERMORE, CA -- Only one company offers contractors the option of going stakeless at every phase of the job – Topcon Positioning Systems (TPS).

That would be if you went from not having 3D GPS to Millimeter GPS in one step. If you have Topcon 3D machine control and upgrade to Millimeter GPS, it is very inexpensive.
